Freedom Holding develops $2 billion AI hub in Kazakhstan
The planned facility would have 100MW of available power, with Freedom aiming to offer a public GPU cloud in 2027.

Freedom Holding Corp. said it is developing a $2 billion AI hub in Kazakhstan, acting as its main financing and delivery partner and future operator. The project follows a November 2025 agreement with Kazakhstan’s Ministry of Artificial Intelligence and Digital Development.
The company plans to make its first GPU cluster available to developers and businesses through a public cloud in 2027. Separately, the first phase of the Freedom AI Super Cluster is scheduled to begin in the first quarter of 2027, serving government, business and science.
The hub is intended to support AI model training, data processing at scale and AI services. Chief Executive Timur Turlov said demand is already twice the capacity planned for its first stage. According to the company, major potential customers have expressed willingness to lease future capacity for five years.
Freedom is also building a Freedom Cloud data center near Almaty. The company said Freedom Cloud serves more than 3,400 clients across business and the public sector.
Turlov outlined Freedom’s technology operations and AI plans during a meeting with Nvidia founder and CEO Jensen Huang in Astana on 23 October, the company said. Freedom did not identify a chip supplier for the hub.
